Mehmet Ali Talat and the Reunification of Cyprus

Mehmet Ali Talat is one half of the diplomatic team that will look to hammer out a reunification plan for the Republic of Cyprus and The Turkish Republic of Northern Cyprus on the 11th of September, and will no doubt bring his own political outlook to the table. Where, then, has Mehmet Ali Talat learned the tools of his trade? And what kind of politics does he favour? Childhood and Education He was born in 1952, in Kyrenia, 22 years before the Turkish army invaded North Cyprus. His childhood, then, was full of Turkish and Greek heritage. When it came to education, though, he favoured the Turkish side of his upbringing, and studied in Ankara at the Middle East Technical University, in the department of Engineering. There, he was involved in the Republican Turkish Party’s youth movement. On his return to Cyprus, he became involved in the KOGEF, or the Turkish Cypriot’s Youth Federation, in what had become since his departure the Turkish Republic of North Cyprus. He later became the executive chairman, and was indeed the first to hold the position. Political Career His first major post was in 1993, when as part of the first coalition government, he took the role of Minister of Education and Culture. He held that for two terms, and in the third term of coalition government became the TRNC’s Deputy Prime Minister. Talat became leader of the party in 1996. In that position, he took the party into yet another coalition government, where he served as Prime Minister. During his time, he developed a tense relationship with the TRNC President of the time, Rauf Raif Denktas, whom he succeeded in 2005. Since his presidency he has strongly advocated a reunification of the Republic of Cyprus with the TRNC in North Cyprus. When it came to the Annan Plan Referendum in 2004, he campaigned for citizens of North Cyprus to vote ‘yes’, and indeed they did. Unfortunately for Talat, the Greek Cypriots voted against the bill at the respective urging of their president of the time, Tassos Papadopoulos. But Talat has not been dissuaded, and remains as committed to reunification as he ever was. Now, with Dimitris Christofias as his working partner, signs are positive indeed; the AKEL leader is fully in favour of a unification of the Republic of Cyprus and the TRNC of North Cyprus, and he made that clear as part of his election manifesto, which means that the Greek Cypriot’s now must be, too. It seems, then, that if the leaders can agree on a settlement, which - considering both have a desire to unite, they will - then any referendum similar to the Annan Plan of 2004 will be treated positively by both sides. Reunification is on the way.

Are you ready for Exchange? Microsoft Exchange Server is a technology that is not unique to the world of business. That means that if your company is not using Exchange to collaborate, your competitors probably are. Microsoft Exchange is generally used for companies with 5 or more employees. Exchange Server is the most widely used type of email setup on the market today! In order for companies to get the full benefits of Microsoft Exchange, they must be running the program, Microsoft Outlook on their computers. This means if you’re running Outlook to view your email now, your company may be half way to Microsoft Exchange Server.

Can you use Microsoft Outlook WITHOUT Exchange Server? It is possible to use a program called Microsoft Outlook to receive email on the user’s computer without using Exchange on a server. This type of setup dramatically limits the functionality to the Outlook program however. This setup is called POP email. It also becomes a problem if users move from computer to computer because the messages do not move with them. You are also unable to share user’s email, tasks, and calendar instantly with others at your company. Public folders are not available as well for group calendars without Exchange.

It’s only a matter of time… When companies are ready to go to the Exchange setup, the employees are already familiar with how to get around Microsoft Outlook if you’re running in POP mode now. This makes the training process a whole lot easier when companies make the switch. Remember, if you’re a growing company and are already using Microsoft Outlook for your email, it’s not a question of if you’ll use Exchange Server…it’s a question of when.

Bridging the Gap between Paper and Data

The cornerstone of successful automated office systems is the ability to convert printed information into electronic data. Document processing applications need to capture and index data accurately and efficiently to bridge that gap.

This capability can be enhanced with the integration of Optical Character Recognition (OCR) software. By this means, extracted data is used to index and save the document into the document management application.

This intelligent document recognition and classification is central to Tokairo’s new contract with a major UK supplier of dairy products. The delivery and receipt procedure works like this:

• When an order is received from a customer a despatch note is issued listing product description, quantities, weight and code

• On delivery the note is signed by the customer along with the customer’s Goods Received Note (GRN) which details the goods actually delivered

Problems arise if goods are damaged, lost or delivered piecemeal, as discrepancies can occur between the despatch note and the customer’s GRN.

The system has been set up so that these documents can be automatically read, matching delivery line items with corresponding items from the company’s despatch notes.

After every delivery, despatch notes, GRNs and any other delivery/receipt documents are scanned by the delivery driver at any one of the company’s 20 depots in the UK.

Coping with different document styles and formats

The company’s system is configured to recognise every GRN’s header and footer, so it can read each item’s line code and quantity. This process is made complicated because each customer uses a different GRN style, format and layout. Also, there can be multiple GRNs for one despatch note - typically when a single delivery goes to several different customer sites.

However, once the OCR software has been correctly configured to read the lines in the different styles of document, accurate reading of forms is high - ranging from 85% to 90%. A threshold can be set by users so that any document that falls below a certain level (e.g. 80%) is entered manually. So any document that can be read less than 80% accurately is flagged up for manual indexing. Anything above this value is saved automatically.

The system automatically consolidates this process by matching the different documents and line items in the original order, and stores all documents in the appropriate order folder.

Automatic invoice amendment

Any discrepancy is automatically flagged up and investigated. This generates an amendment to the sales invoice issued to the customer, which in turn reduces the company’s debtor days by ensuring that the sales invoice matches the customer’s GRN.

Should there be any discrepancies or delays in receiving payment, staff have online access to all delivery information stored in the order folders.

Integrating intelligent document recognition and classification technology provides significant customer benefits:
